Dr. Xiaohe Liu

 

Xiaohe Liu graduated with a Ph.D. from The University of Melbourne, Australia, majoring in International Trade.  His specializations are in international trade theory and policy, international markets of commodities, risk and uncertainty in trade, modeling techniques, and the World Trade Organization (WTO).

In his research on China’s wheat economy, Xiaohe Liu discussed the changes in the policies of major exporters’ (the United States, the European Union, Canada, and Australia) agriculture and trade and their impacts on trade, analyzed the issues of uncertainty corresponding to changes in price, quantity of supply, and political factors under the risk theory, and developed some of the econometric modeling techniques to examine the changes in market shares.

The above results of his research obtained the positive confirmation from Professor Scott Rozelle (University of California at Davis) and Professor Thomas I. Wahl (Washington State University).  They commented on it that his “attempt to address the topic is more than admirable” (Rozelle) and that “parts of the analysis in Chapter 6, 8, and 9 make an original contribution to the body of knowledge in this area” (Wahl).

He also participated in the research projects on: the impacts of switching cost on market shares; China’s market and trade of agricultural products after her accession to the WTO; and the changes in function of headquarters at the leading multi-national enterprises and its implications.

In 2002, Xiaohe Liu accepted a position of Open Competing Recruitment of Talents at CAAS, specialized in International Trade of Agricultural Products.

Currently, his research focuses on technical barriers to trade, especially in quarantine restrictions and food safety standards.  His paper, entitled “The WTO SPS Agreement in Action: Disputes over China’s Exports of Vegetables to Japan”, was presented at the 47th Annual Conference of Australian Agricultural and Resource Economic Society (AARES) and was admired from the delegates.
